Areas: 12. 02.010 Construction and development standards. A. The city engineer shall administratively embrace style and building and construction standards that will use to all new construction or reconstruction. At a minimum, the city engineer will embrace the most recent edition of the following: 1. This Is Noteworthy of Poulsbo Standards and Specifications, released by the city of Poulsbo; 2.
Requirements for Sewage Functions Style, released by the Washington State Department of Ecology; 4. The Low Impact Advancement Assistance Handbook, a Practical Guide to Cover Implementation in Kitsap County, released by the Kitsap Home Builders Structure; 5. Style Manual, released by the Washington State Department of Transport; 6. Basic Requirements for Road, Bridge, and Municipal Construction, published by the Washington State Department of Transport; 7.
AWWA Standards, published by the American Water Functions Association. B. The city engineer's adoption and modification of a list of relevant style and building requirements shall remain in composing and will be filed in the workplace of the city engineer. All such style and building and construction requirements shall be either expertly or nationally acknowledged or shall have been formerly adopted by the city of Poulsbo.
C. In the case of any dispute in between the standards embraced by the city engineer pursuant to subsection A of this section, the more restrictive standard will apply as identified by the city engineer. D. All building and reconstruction shall abide by the standards determined in subsection A of this area, unless variations or exemption to these requirements have actually been particularly approved by the city board.
E. The requirements that are identified in this area are not to be interpreted as limiting the authority of the city of Poulsbo and its authorities given by any other ordinance, statutory arrangement or other law. The city of Poulsbo and its authorities retain the authority to apply any style or building and construction requirements not adopted by the city engineer if otherwise licensed to do so.
2010-04 1, 2010; Ord. 96-08 1, 1996) 12. 02.015 Channel standards. A. Legal Findings. The Poulsbo city council finds that: 1. Demand for access to high-speed telecoms services is growing. In order to fill such demand, telecommunications service companies install telecommunication lines in public rights-of-way. 2. In other jurisdictions, the demand for access and the variety of telecommunications service providers has in some cases resulted in several, serial excavations within the general public rights-of-way.
